Michael Libera

As the Program’s Financial Advisor and a founding member of TIP, Michael and his team serve as trusted fiduciaries, managing transactions and providing strategic advice on structure, timing, and terms to help developers achieve their goals.

Michael’s career began in real estate and municipal finance at firms like Jefferies and RBC, where he helped shape cutting-edge projects, including the development of TIP, the first to securitize MUD receivables forsale in the public markets.Since joining SAMCO Capital Markets in 2020, he has continued to drive innovation with creative solutions tailored to the unique needs of developers. Michael holds a BBA in Finance from Saint LouisUniversity and multiple FINRA licenses, including Series 7, 50, 52, 63, and 79.

Mike Ryan

Piper Sandler

Mike and the team at Piper Sandler, work with developers to structure and tailor each financing to best align with their unique goals, while also considering the capital markets environment.

Throughout his career, Mike has worked on a wide variety of projects, helping developers access the tax-exempt market for their infrastructure financing needs. Mike has experience working on projects all throughout the development lifecycle by partnering with special districts and conduit issuers. Since joining Piper Sandler, Mike has worked with developers across the country, but has since shifted his focus to the Texas Infrastructure Program.

Marcus Deitz

Bond Counsel

Orrick, Herrington & Sutcliffe LLP

Partner and leader of the Orrick Houston Office and a TIP founding member, Marcus and his team perform due diligence on each transaction, draft all the bond documentation and perform the tax analysis that is necessary for a successful closing.

Marcus has worked and held leadership roles for a variety of international law firms over the last 25 years. Since joining Orrick in 2016, he has continued to hold leadership roles in a public finance practice that works with a variety of local governments to help fulfill their financing needs. Marcus earned a BBA from the University of Texas at Austin and his J.D.from the University of Denver.

Richard Muller

The Muller Law Group

As a founding member of TIP, Rich and his team use their deep experience with representing Texas Water Districts to ensure all TIP transactions align with the evolving regulatory environment. On active transactions, Muller Law Group performs the due diligence of the special district and the necessary documents to ensure compliance with State Law and Texas Commission on Environmental Quality (TCEQ) regulatory requirements.

Rich has been practicing public law for more than 25 years, and formed The Muller Law Group in 2014. His work focuses on the negotiation of major development agreements and interlocal agreements among developers, municipalities and other governmental entities. Rich has worked on some of Houston’s premier master-planned communities, including Sienna Plantation, Riverstone, Woodforest, the Highlands, and Two Step Farm. Rich graduated from Georgetown University with a B.S. and received his J.D. from Louisiana State University.

Nancy Carter

Nancy and her team perform due diligence of the district documents (creation, reimbursement agreements, lease agreements etc.), ensuring that everything is accurately reflected so we can close smoothly and on time.

Nancy has been active in public finance, local government regulation, and state legislative matters since 2004. She has a long history of working with developers to structure and organize their agreements and district documents to best meet their long-term goals and vision. In addition, Nancy has worked closely with state legislators and staff members to draft legislation creating or amending the powers of special purpose districts throughout the state. Nancy graduated from Rice University with a B.A. and received her J.D. from Washington and Lee School of Law.

Peter and the Taft team assist with conducting the due diligence necessary to create the developer’s offering document so that the developer accurately describes each transaction to investors.

Licensed in both Texas and Colorado, Peter has over 25 years of experience working as underwriter’s counsel, focusing primarily on projects in those states. His experience includes financings for infrastructure projects ranging from master planned communities and commercial districts to traditional local government projects like city halls and schools. Peter holds an LL.M. from the University of Denver and a J.D from the University of Iowa College of Law, where he also earned his B.A.

Jeff Higgins

Jeff and the team at BLX, a fintech company registered with the SEC and MSRB as a municipal advisor, specialize in pre-issuance and post-issuance compliance services with respect to municipal financings, including IRS and S.E.C. regulatory compliance and program administration services.

Jeff is BLX’s Chief Solutions Officer and oversees the development of pre-issuance as well as post-issuance financial strategies, tools, and solutions to address the evolving needs of public sector clients. In addition, Jeff oversees BLX’s Continuing Disclosure, Structured Products, and Swap Monitoring practices. He is responsible for ensuring BLX provides tailored, value-driven services to municipal market participants while staying competitive in the consulting market. Jeff is a Registered Municipal Advisor and Principal (holding FINRA licenses 50 and 54) with over 3 decades of public finance industry experience.

Truman and his team perform a review of district eligible costs and budgets for each community to ensure that everything is correctly represented.

Truman is a third generation Houston engineer and is a Principal-in-Charge for EHRA Engineering – overseeing a variety of engineering activities and projects across Texas. Additionally, Truman is a past president of American Council of Engineering Companies - Houston, and a former adjunct professor at UT-Tyler.
